The Mutual Exchange Review 2026
How social landlords across England, Scotland and Wales run mutual exchange, what it costs them, and where they draw the lines that nobody has ever written down.
First edition. The survey runs through September 2026 and the report follows in October.
Why it exists
Housing teams benchmark almost everything. Tenant satisfaction, repairs, voids, arrears. Mutual exchange is missing from all of it.
There is nowhere to find out what other landlords pay for their exchange platform, how much officer time a swap actually takes, or where the sector draws the line on rent arrears. Every team decides these on its own and assumes everyone else has it worked out.
This is an attempt to fix that.

The full report, with chapters on what the sector pays and how widely it varies, where landlords sit on arrears, condition standards and statutory deadlines, officer time per swap, where successful swaps are actually found, and how many applications become completed moves.
Your private benchmark
A page showing your own numbers against similar landlords, in the peer group and median format housing teams already read. It is seen by you alone and it is never published.
Both arrive in October. The full Review goes only to those who take part.
How long it takes
About five minutes. Nearly every question is answered with one tap, and there is one box at the end if you want to write something. There is an optional extra section afterwards for anyone who wants to keep going.
If a colleague in your team is closer to this day to day, please do pass it on to them.
What happens to your answers
Individual answers are never published. Everything is reported in aggregate, no organisation is identifiable in the report, and no figure is published for any group of fewer than five landlords. Your own benchmark is seen by you alone.
It is not anonymous. The survey asks who you are, because the benchmark has to reach a named person at a named organisation and compare you against the right group.

Who is running it
MoveMutual, which is building a mutual exchange service for social landlords. We would rather say that plainly than present this as neutral research.
The Review sells nothing. There is no question in it about whether you would buy anything, and there is no product mentioned in the report. It is worth doing on its own terms, and if it is any good you will be willing to take part again next year.
